An estimated one billion people around the world lack official proof of identity and millions more have forms of identification that cannot be reliably verified or authenticated, making it difficult for them to access services and to exercise their rights. This problem disproportionately affects vulnerable populations such as marginalized women and children, refugees, migrants, the disabled and people living in remote areas.
